Trump picks Lt. Gen. Keith Kellogg to serve as special envoy for Ukraine-Russia
President-elect Donald Trump named retired Lt. Gen. Keith Kellogg as his Ukraine-Russia envoy, and he will be tasked with trying to secure a negotiated end to the nearly three-year war.
The president-elect has said he wants to see Russia's war in Ukraine come to an end, and the Biden administration has sought to give Ukraine a boost on the battlefield to improve its negotiating position ahead of time.
"I am very pleased to nominate General Keith Kellogg to serve as Assistant to the President and Special Envoy for Ukraine and Russia," Trump said on Truth Social. "Keith has led a distinguished Military and Business career, including serving in highly sensitive National Security roles in my first Administration. He was with me right from the beginning! Together, we will secure PEACE THROUGH STRENGTH, and Make America, and the World, SAFE AGAIN!"
Kellogg, 80, co-authored a research paper in April that called on a possible Trump administration to “start with a formal U.S. policy to bring the war to a conclusion” by continuing to “arm Ukraine and strengthen its defenses to ensure Russia will make no further advances and will not attack against after a ceasefire or peace agreement.”
The paper also specifically called on the United States to "put off NATO membership for Ukraine" to get Russian President Vladimir Putin to the negotiating table and in exchange for "a comprehensive and verifiable peace deal with security guarantees."
Ukrainian President Volodymyr Zelensky has repeatedly said his country would not agree to a ceasefire that requires it to give up territory.

Kellogg served in multiple roles during Trump's first administration. He was initially appointed chief of staff and executive secretary of the U.S. National Security Council and then tapped as acting national security adviser following Michael Flynn's resignation. Trump interviewed Kellogg for the role but ultimately chose H.R. McMaster as Flynn's replacement.
He went on to serve as then-Vice President Mike Pence's national security adviser.
